CHANGCHUN JINGYUE ECONOMIC DEVELOPMENT ZONE

At the fourth economy and trade conference of Changchun Jingyue Lake Vasaloppet of China in Jan. 2nd, the dean of Administrative Committee of Jingyue Development Area, Guan Shusen Contracted with 8 business guests in and abroad including Linkgroup Investment Limited from Singapore, Mulia Group from Indonesia, International Xingyue Investment Limited from Shenzhen etc. The contract projects included technology and culture industry, tourism and fallow industry with total amount of RMB 12.76 billion Yuan, which made Jingyu Development Area become the greatest winner in the ice-snow festival.

More than 140 business guests in and abroad attended the conference who came from Indonesia, Malaysia, Singapore, Sweden, Taiwan, Hong Kong, Shenzhen, Peking, Shanghai etc. It revealed the motif of "Frame the stage by ice and snow, and let economy and trade sing the opera" of Changchun Jingyue Development Area. The projects contracted this time included the projects such as Great Polly Theatre, tourism comprehensive development, advanced land estate development, international Business and Trade Center development, biomedics scientific research center etc. These projects had three features: the first one was the large scale of project investment. The investment amount of minimal project was RMB 0.3 billion Yuan. The tourism comprehensive development project, the Great Polly Theatre all exceeded RMB 2 billion Yuan with the maximum reaching RMB 4 billion Yuan; the second was that foreign capital projects accounted more percent. There were 2 foreign capital projects in the 8 contact projects. The investment amount reached RMB 6.5 billion Yuan, which accounted 51% of the total contact amount; the third one was the vivid feature of the industry. The contact projects focused on technology culture, tourism fallow, advanced commerce and trade which showed the leading direction of the Jingyue Development Area industry.

Since the establishment in the past ten years, the economy of Jingyue Development Area has realized fast development, and all of the main economic indicators rank top. At the conference, the dean Guan Shusen introduced the comparative advantage of the development area to the business guests in and abroad who attended the conference from five aspects. The first is the obvious advantage of location. Recently, development area has formed convenient and fast traffic network which leads to all directions, and it has become the new district within the city; the second is the goodness of the ecological environment. The total square of the development area is 243 square kilometers which accounts 51% of the district square. And the area is full of peculiar and bright forest landscape; the third one is that development area contains 15 universities and academies including Northeast Normal University, ChangChun Taxation College, Jilin Agricultural University etc and 7 scientific research institutions such as China Northeast Agriculture Innovation Center, Speciality Research Institution of Chinese Academy of Sciences etc. Besides, it also contains 10 historical relics like Wanyan Loushi tomb etc, and some well-known tourism brands such as Changchun Movie Century City, Jingyue ski festival etc. Recently, a series of excellent projects such as provincial technology and culture center, modern agriculture park etc will be proposed successively which form the profound culture base; the fourth is the valid developing foundation. The Jingyue Development Area has become the important component of the central city of Changchun, and it conforms to the developing direction of Changchun City in the future. It is the important district which undertakes urban sprawl which has great attraction to investment nowadays; the fifth is the perfect service environment. At the present time, Jingyue Development Area not only has the best policies among the other development areas in the province, it also enacts a serious regulations and methods such as Some Favorable Policies to Promote the Economic Development to support the investments.

The dean Guan Shusen said, Jingyue Development Area has defined the program of "Interaction of three districts and apposition of five industries".

The interaction of three districts, that is, the 478 square kilometers area is divided in to three districts, and all of those facilitate each other under the whole construction program. The key national scenic spot Jingyue Lake in the east is 112 square kilometers which emphasizes on ecological protection and construction, and the moderate tourism development. It has become the place of interest in the north; the reserving area of Xinlicheng Reservoir in the south with an area of 217 square kilometers. It develops fallow vocation industry moderately and becomes an area of excellent water source and graceful urban landscape; Jingyue new city development area in the west is 149 square kilometers in area. It develops all kinds of industries and quickens development construction based on the function location of "South service and north industry with science and culture in the middle", so that it becomes a modern new city of ecological type.

The apposition of five industries, that is, to develop tourism fallow industry, technology and culture industry, modern commerce and trade industry, advanced land estate industry, advanced manufacture industry with great efforts.

Tourism fallow industry: to plan to construct topic tourism areas such as vehicle culture park, modern agriculture park, Xinlicheng art of gardening park, northeast folk park, water entertainment center, ice-snow activity paradise, vehicle activity park etc. At the same time, matching service equipments such as tourism dinning, lodging, transportation, entertainment, shopping etc will also be developed.
Technology and culture industry: to plan 3 square kilometers of culture industry concentrating development area near the Changchun Movie Century City, and construct big culture projects such as provincial culture and technology center, calligraphy and painting yard etc. Besides, we plan to nurture some culture main tasks, e.g. visual display keyboard, acting, exhibition, cartoon making etc. 2 square kilometers of technology research transfer area will be built in the west of the new city street. The introduction of scientific organization, development center of teaching, research and manufacturing, and the head offices of the corporations will enter the area. Besides, some scientific and technological projects such as software yard, technology and electric yard, research base, head economy base are to be built.

Modern commerce and trade industry: to plan 2 square kilometers of modern commerce and trade industry to the west of culture industry area, and establish some projects such as central commerce and trade area, commerce and trade dinning street of ecological type, shopping mall, tourism merchandise market, five star hotel etc.

Advanced land estate industry: to plan several advanced business lodging area of an area more than 10 square kilometers in the areas like south of Weixing Road, west of Changyi Road, Mount Dadingzi, Xiaodong Ditch Area, Jingyue Branch etc. We plan to develop advanced estate industry facing to the class will high income and intelligence by relying on the excellent ecological environment and perfect basic equipments, and introducing famous estate corporations in and abroad.

Sophisticated industry area: to plan an area of 10 square kilometers, and to start up 5 square kilometers of clean industry area in Xiaohetai area in the previous period. Big corporations, big groups will be introduced to develop intently. The emphasis will be on establishing the high value-added projects which are of tax source type and without pollution, such as tourism goods manufacture, software manufacture, electric information, medicine and hygiene, sophisticated equipment manufacture and so on.

In the future, Jingyue development area will finish the new city construction of mountain-water type, and make it the best circumstance for lodging and business trade in and abroad. At the same time, it will be made the most popular place for investment for the intelligent.
